Browsing the kindle pages on amazon, as I do fairly often, I came across this in the help section. Amazon said they cannot give out owner info so their advice: turn in to lost & found, the police, or send to kindle recycling.
My advice is to go a step further. Turn the device on!
Sometime people put their name and phone number in the "device name" to appear at the top of the homepage. You can also look through the menu settings to see if email address or phone number is in the account settings. At the very least, their registered name should be in there and if it's someone local to you, you may be able to contact them.
